I couldn't find anything about a law being proposed about this, do you have a source?

I think that cell phones should be allowed during school hours, for instance when you have breaks and are at lunch. I don't see the problem with being able to phone your mother to tell her to pick you up or something. During class, I don't think they should be allowed.
