The most effective way (excluding laser depilation) would be to have pubic hair depilated by a beautician using wax or sugar paste (the latter is a bit less painful than the former). If that's not an option, you could shave it with a shaver, but as Lisa mentioned it might result in the hair growing out even thicker. Many drugstores offer shaving creams, which allow for painless removal (bear in mind that these are strong chemicals). If you decide to go for a traditional shaver, trim the hair beforehand.
What I do personally is just trim the hair throughout the whole year except summer. In summer I go to a beauty salon for sugar paste depilation (about 3-4 times from May to September). If the reason why you would like to shave pubic hair is so that you feel comfortable wearing a swimsuit (at a beach or swimming pool for example), then I suggest only shaving the visible parts of the bikini area.

All I know is to remove the hair to his bulb. If you continue shave, it will become thicker and thicker.
