    The older is more prevalent, but consider that there is a stigma towards someone out of high school dating someone who's in high school...(assuming the 18 year old girl has graduated)...either because it is taboo, or because of legal issues. If she's still in high school, I think both are equally common.

    It is true that girls, on average, begin puberty about two years earlier than boys. However, when one begins puberty doesn't really say much at all about the rate at which it affects his or her maturity. I know just as many 18 year-old girls who behave as though they're 16 as I know those who behave 20...probably more leaning toward the former, in fact.

    There's no question that the scenario you give can, and does happen, but I think it's a bit unfair to assume that it is prevalent enough to take as an assumed (general) truth.
