I don't see how it would affect your tattoo, as it is a fungal infection. As long as you keep it covered, so the nice tattoo artist doesn't get it, then it should be no problem.

To agree with Lou, I don't think it should be a problem at all seeing as your tattoo is going to be on your shoulder anyway. If you're really worried then you could call your tattoo artist beforehand or ask him before he starts, though I really don't think it'll mean that you can't get your tattoo.
