That is definitely not a carseat. It looks like a stroller to me too, and there is no way of mistaking a carseat for a stroller.

Changing a diaper and masturbating in public are different. A baby needs nourishment and breastmilk is perfectly sanitary to other people, whereas diapers and masturbation are not.

It's not like people are doing it in front of people on purpose. They don't go out and yell "I'm breastfeeding! Who wants to see?" It NEEDS to be done and you never know when or where you'll be.
